Caldwell Public Library Strategic Plan 2026-2028​
Mission Statement
The Caldwell Public Library provides services and information to connect, enrich, and inspire our community.
Goals
1. Support and Expand Library Facility and Spaces
a. Prepare for a capital campaign to improve and increase the library’s physical space. (September 2026)
b. Review existing library spaces to ensure they are flexible and meet the community’s needs such as meeting rooms and study spaces. (Ongoing)
c. Explore potential facility partnership opportunities. (Ongoing)
d. Identify physical location options and associated costs to increase the physical space of the library facility. (September 2026)

2. Enhance Community Engagement
a. Develop a comprehensive marketing plan to inform and educate Caldwell residents about non-traditional library services and offerings. (September 2026)
b. Increase library cardholders and cardholder activity by 15%. (December 2027)
c. Broaden our physical reach within the community by implementing two 24-hour library access points. (September 2023)
d. Seek out sustainable partnerships and collaboration opportunities with local businesses, community organizations, and municipal departments. (Ongoing)

3. Increase Funding to Meet Staffing and Public Service Needs
a. Increase funding for three new FT public services positions. (2026 – 2028)
b. Provide development opportunities focused on customer service, reference services, and readers advisory. (Ongoing)
c. Implement onsite notary and passport services. (September 2027)
d. Increase youth services and programming opportunities during weekend service hours. (December 2028)

4. Create and Support a Community of Life-long Learners
a. Create targeted campaigns for early literacy, reading challenges, and services for job seekers and implement one campaign for each service each year. (2026 – 2028)
b. Research and implement programs for neurodivergent youth and adults. (Ongoing)
c. Research and implement programs for ELL such as bilingual programming and an ESL Conversation group. (Ongoing)
d. Develop partnerships with the Idaho Department of Labor and increase staff led employment services to provide training, referrals, and resume assistance for job seekers. (September 2027)
